Relay

Fleets die when the second agent starts as if the first never ran. Relay is a short packet: the original finish line, file ids, the next action, spend left. The outgoing agent is not done until it writes that packet. The incoming agent continues. It does not re-ask the whole question. Rome evening to Austin morning works if the packet is clean.
